CONTEST THE INTERNATIONAL SPAIN BIENNIAL
 OF CARTOON and HUMORISTIC DRAWING 2004
 The First : present bases intend regular the Prize biennial of cartoon and humoristic
drawing that the Independent Organism of Culture of the City council
of Santa Cruz de Tenerife organizes, as of year 2004. 
The second: participation in the sample is opened. 
 The third: participants in the section of Humoristic Drawing will have to
 send a maximum of a work with the unique subject.
  For the year the 2004 subject will be "Dali".
  For later calls the subject will be decided,
by means of express resolution of the Vice-president
 of the Independent Organism of Culture. 
The participants in the section of Personal Cartoon,
whose subject is free, will have to at the most send a work to aid. 
 The fourth: works will have original and to be made in any pictorial technique. 
 They will have a format unique of 35 x 50 cm,
without frame and included/understood his possible passé partout.
The fifth: the presented/displayed works will be put under a
previous selection before happening to aid. 
 The sixth: works will be admitted until the 13,30 h. of day 30 of September of the 2004. 
To the back of the same one the name must consist,
 last names, direction of the author and title of the work. 
To enclose photography and biographical data. 
 The works will have to be sent to the Registry of
the Independent Organism of Culture,

the presented/displayed works will have to be sent properly sprinted. 
The expenses of shipment will be on behalf of the participants,
 those of return on behalf of the Independent Organism of Culture of the Excmo.

The Ninth: the established prizes are the following ones:
 Personal cartoon First Excmo prize. 
 City council:  Perenquén de Gold and 10,000.00 euros. 
 Second prize:  Perenquén de Plata and 1,800.00 euros. 
 Third prize:  Perenquén de Bronze and 1,200.00 euros. 
 Humoristic drawing First Excmo prize. 
 City council:  Perenquén de Gold and 10,000.00 euros. 
Second prize:  Perenquén de Plata and 1,800.00 euros. 
 Third prize:  Perenquén de Bronze and 1,200.00 euros. 
 In both cases, the prizes second and third could be granted by
organizations that wish to collaborate with the contest,
in which case, the prize will be denominated with the name
 of the organization that equips it economically,
being pointed out thus in the publicity of the contest. 
 The call will publish in the Plank of Announcements of the
 Independent Organism of Culture, giving in addition diffusion
 to the aid in whichever mass media are considered advisable. 
The tenth: Jury will occur to know in the moment of the proclamation of the winners. 
 He will be presided over by Mr. Vice-president of the Independent Organism and,
in his absence, by that this one delegates, as well as the other vowels
who consider themselves opportune, that will not be able more than five members. 
 The Delegated Secretary of the Independent Organism will act like Secretary,
or person in whom delegates.  To each participant he will flatter himself to him with a diploma. 
 The eleventh: failure of the Jury will be unquestionable. 
The Twelfth: After the failure of the jury a exhibition with the awarded and selected work
will be able to be inaugurated. 
The thirteenth: delivery of the prizes will be programmed by the Independent
 Organism of Culture in 2004 and it will take place in act witnessed by notary public. 
 The fourteenth: Independent Organism of Culture of the Excmo.
  City council of Santa Cruz de Tenerife is authorized to the reproduction
 and diffusion of exposed works, without authorization it express
previous of the author and without obligation of no type is generated by this fact,
before the participant artists. 
 The fifteenth: inscription in the aid
supposes the complete acceptance and without reserves of these bases.

Fourth international contest of pictorial humor 

CONDITIONS 
The city of Barakaldo organizes the "New technologies" fourth international contest of pictorial humour.The cartoonists will send a work of illustrated humour in relation with new technologies (i.e. internet, biology, space, telecommunications, medicine, etc...). The idea is to help citizens to think about the new grounds for scientific progress.

1. Applicants: The competition is open to everyone, especially with no regard of age. Each applicant can present a maximum of three piece of work. The works of the authors who won the Hermes prize the year before will not be taken in consideration.
2. Form and size-The scenes and characters will have to be originals and of proper creation. The works can be drawn in black and white or in color. They can be either static or with motion. As far as the motion piece of work is concerned, it must not weight more than one mega. The works will have a length of one page that will not exceed 800 x 600 pixels, with a minimum resolution of 72 pixels per inch.
3. Languages -Only two languages can be used: Spanish and Basque. Nonetheless the panel will take into consideration works of pictorial interest without text, proceeding from artists of places where these languages are not used.
4. Presentation -Applicants will send a e-mail with their names, surnames, address, date of birth, passport number, telephone number. They will send this e-mail with the file of the picture in format JPEG, GIF, GIF animated or FLASH.
5. Place and deadline of the application 
The piece of work with the reference of the artist will be sent exclusively through e-mail, to the following address: hermesbarakaldo@barakaldo.org before 2004 November 3rd
6. Virtual showing The city contemplates realizing a public diffusion of the works presented and lately selected by the panel.
7. Awards The "Hermes de Barakaldo" prize is divided in three categories:
Animated category:1st prize: 1.200 euros. Second prize: 800 euros, 3rd prize: 600 euros ,Non-animated category
1st prize: 1.200 euros ,Second prize: 800 euros ,3rd prize: 600 euros 
8. Panel -A qualified panel of judges will pick out the best works. Prizes will be handed on the first week of December of 2004, in Barakaldo. The city leaves to the panel the possibility to declare no winners, according to quality criteria.
9. Other determination -Taking part to the competition implies the acceptance of the conditions overhead.

24th International Nasreddin Hodja Cartoon Contest
 The Conditions:
1) The contest is open to all
cartoonists all over the world.
2) The cartoonists are free to participate
 with already published works as
long as these works have not
previously been awarded in any other contest.
3) The theme of the cartoons is
FREE for the participants to decide.
4) The participants may send only one work.
4) The dimensions of works
 should not exceed 30X40 cm.
5) Name, surname, address,
 phone number and country of origin
of the participant should be written
on the back of his/her piece of work.
 And also a short CV
 of the participant should be attached.
6) The works must reach
the organizing association not later than JULY 25, 2004.
7) The results will be announced on August 1, 2004.
8) The participating cartoons will
 be kept at the Cartoon and Humour
 Museum of Istanbul by the Association of Cartoonists.
9) The participating cartoons
will be put in an album.
The cartoons for the album and
 the exhibition will be selected by a jury.
The album will be sent
to the cartoonists whose piece
of work are exhibited and published in the album.
10) The participating works will be
exhibited first in Istanbul then big
cities of Turkey such as Ankara,Izmir,
Adana and Antalya.
11) Participants are considered to
have accepted all the conditions.
